Registered when: platform: chat.lines (off by default).

chat_line_create

Create a chat line and return its watcher manifest. Requires chat and agent_knowledge resource families; user-scoped keys cannot create lines. The watcher runs in your operator harness; the server never starts it. A bot cannot create a persona: use a watcher-only template or have a signed-in person create the customer line. Recipe text is untrusted data; never supply a key token.
